ARRP Subject and Institution Index¶
This is a living lookup index for finding the ARRP proposal that addresses a subject, government body, or other institution. Readers starting with a broad public subject may instead Explore by Topic. Both routes supplement the ordered Project Areas index; neither creates issue boundaries or replaces issue pages, area pages, the ARRP GitHub Project, or the GitHub issue registry.
Entities, topics, acronyms, and common aliases appear together in one alphabetical sequence so readers do not need to decide which kind of term they are searching. Canonical entries provide one or more linked ARRP identifiers; See entries redirect especially common alternate terms to the canonical listing rather than duplicating its destinations. In a canonical entry, the bold first identifier is the preferred route. Additional identifiers appear only when they provide a useful alternate route; they do not imply shared issue ownership. An A-## identifier routes to an area page when the term is broader than a single issue or no standalone issue page exists.
In a compiled print edition, these stable identifiers and links become edition-specific page locators. Page numbers are generated during export rather than maintained here because they change with content and layout.
This first edition emphasizes developed proposals and high-value candidate routing. It is not yet exhaustive.

Indexing and Contents Synchronization Standard¶
Update this index when work creates or materially changes a useful reader lookup term or its preferred destination. Classify nothing as an entity or topic; add the term where a reader would alphabetically expect to find it.
Treat the index as a primary reader-entry route rather than only back matter. The repository homepage, the Project Areas page, and any future public website or comparable digital edition should link it prominently in their opening navigation. A compiled print edition should retain the full index at the back while providing an opening front-matter pointer whose page number is resolved during export.
Treat the ordinary contents and this index as one navigation bundle:
README.mdis the public repository front door and should expose topic-guide, subject-index, and area-first discovery;- canonical pages under
topics/provide selective explanatory synthesis for major public subjects and should be the preferred index route when they materially improve navigation; areas/README.mdis the project-area table of contents;- each
areas/AREA/README.mdis that area's issue-level table of contents; and - this file is the cross-area lookup by subject, institution, acronym, and alias.
Update the affected contents page or pages and this index in the same change whenever an area or issue is created, renamed, moved, merged, retired, or promoted, or whenever its primary ownership or useful reader search terms change. An ordinary source, analysis, or drafting edit does not require navigation changes unless it changes one of those routing facts. Formal issue review must verify this navigation bundle as part of project integration. Preliminary review should flag obvious drift for an existing stable record but should not index an unadmitted Horizon candidate.
Keep entries short and navigational:
- combine closely overlapping entities, subjects, acronyms, and aliases when one entry can serve them without impairing alphabetical discovery;
- alphabetize departments, agencies, offices, and services by the familiar functional name or acronym rather than a generic opening such as
Department of,United States, orOffice of, while retaining the formal name and acronym in the entry; - do not list rejected, retired, or outside-scope candidates individually; route them collectively to the Horizon disposition log, while retaining general scope doctrines when they independently aid reader navigation;
- add a See entry only for a common term or phrase that readers are genuinely likely to seek under a different letter or wording;
- point each See entry to one existing canonical index term instead of repeating its ARRP identifiers; use See also sparingly when a common term necessarily spans two canonical entries;
- label canonical destinations only with stable record identifiers or a stable project-record label;
- place the preferred route first and bold it;
- add alternate identifiers only when they materially improve discovery; and
- leave relationship analysis, scope explanations, lifecycle status, scores, priorities, and review metadata to the linked project records.
