The legal system lacks a sufficiently clear, timely, and enforceable framework for holding presidents accountable for criminal, civil, or constitutional misconduct committed while in office or under the asserted mantle of official authority.

These numbers were assigned during preliminary review but did not become separate proposals. They are listed only to explain gaps in the sequence.

  • IMM-003 through IMM-006 — Merged into IMM-001 as tolling, evidentiary-use, delay, and impeachment-prerequisite components of the criminal-immunity framework.
  • IMM-007 — Integrated into IMM-001 for immunity arising from self-protective official acts and into DOJ-007 for conflicted investigation and prosecution.
  • IMM-008 — Merged into DOJ-007, which owns the independent investigative and prosecutorial institution.

Issue Boundaries

IMM-001 is the primary home for substantive reform of presidential criminal immunity, including core powers, presumptive official-act immunity, motive evidence, admissibility of official conduct, impeachment prerequisites, and temporary sitting-President protections.

DOJ-007 owns the independent institutional mechanism for investigation, evidence preservation, prosecution of other persons, and reporting to Congress. The two proposals are independently operable and mutually reinforcing.

IMM-001 incorporates tolling, evidentiary use, delay, impeachment prerequisites, and self-protective official-power applications. DOJ-007 independently owns investigation, evidence preservation, prosecution of other persons, and reporting to Congress. IMM-002 remains separate because civil damages, equitable remedies, statutory causes of action, official-capacity relief, and qualified-immunity interactions require a distinct framework.

Notes

IMM-001 remains 78/100 and Review Ready after a targeted consolidation review confirmed that its amendment already addresses the absorbed criminal-immunity components. IMM-002 remains an unresolved candidate requiring source development.
