A-07 — Classification, Declassification, and National-Security Information

Generalized Institutional Concern

The classification system concentrates broad authority within the executive branch while lacking sufficiently clear, enforceable, and independently reviewable procedures governing presidential classification and declassification decisions, documentation, disclosure, retention, and misuse.

Prior Issue Numbers

These numbers were assigned during preliminary review but did not become separate proposals. They are listed only to explain gaps in the sequence.

  • CLASS-002, CLASS-003, CLASS-005, CLASS-007 — Merged into CLASS-001 as possession, statutory-exception, selective-declassification, implementation, documentation, and custody components.
  • CLASS-008, CLASS-009, CLASS-010 — Merged into CLASS-004 as overclassification, congressional-access, external-review, and remedy components of one anti-concealment framework.
  • CLASS-012 — Merged into CLASS-006 as the accountability component of protecting classified information, intelligence sources, and methods.

Issue Boundaries

  • CLASS-001 owns the legal and procedural consequences of presidential classification or declassification decisions, including documentation, custody, possession, statutory exceptions such as Restricted Data, archival implementation, and selective release.
  • CLASS-004 owns improper secrecy, overclassification, concealment, congressional access, and independent or judicial review.
  • CLASS-006 owns unauthorized exposure, retention, or disclosure that endangers classified information, intelligence sources, or methods.
  • CLASS-011 remains separate because security-clearance eligibility and retaliation operate through distinct personnel and national-security processes; cross-reference RET-001 when a clearance action is retaliatory.

Notes

CLASS-001, CLASS-004, and CLASS-006 are in development after consolidation. CLASS-011 remains an unresolved candidate. Full source development and initial vehicles are pending.
