Generalized Institutional Concern¶
Presidents can invoke broadly worded emergency statutes to unlock extraordinary powers without sufficiently demanding findings, narrow scope, firm time limits, recurring legislative approval, or prompt judicial review.

- EMERG-001 — National-Emergency Declarations, Renewal, and Review
- EMERG-003 — Emergency Economic Powers as a Substitute for Legislation
Prior Issue Numbers¶
These numbers were assigned during preliminary review but did not become separate proposals. They are listed only to explain gaps in the sequence.
- EMERG-004 through EMERG-008 — Merged into EMERG-001 as subject-matter, termination, renewal, findings, and expedited-review components of the general national-emergency framework.
- EMERG-002 — Merged into FUND-001 as the emergency-activated appropriation-redirection manifestation, with EMERG-001 retaining the declaration and review cross-reference.
Issue Boundaries¶
- EMERG-001 owns declaration predicates, findings, scope, duration, renewal, congressional termination, and general expedited review under domestic emergency statutes.
- EMERG-003 remains separate because IEEPA sanctions, tariffs, transactions, foreign-nexus requirements, and international-economic effects require a distinct statutory vehicle.
- FUND-001 owns emergency authority used to redirect or withhold appropriated funds contrary to enacted fiscal commands.
Notes¶
EMERG-001 is in development after consolidation. EMERG-003 remains a candidate with a substantive issue page and first statutory draft; its admission-stage internal review remains pending.
