Generalized Institutional Concern

Federal historic buildings, monuments, landscapes, civic spaces, museum-like interiors, and commemorative features remain vulnerable to unilateral executive alteration, demolition, privatized redesign, donor influence, expedited construction, opaque security claims, and weak remedies after irreversible physical change.

These numbers were assigned during preliminary review but did not become separate proposals. They are listed only to explain gaps in the sequence.

  • HER-002 through HER-008 — Merged into HER-001 as review, private-funding, commission-integrity, emergency-exception, commemorative-feature, notice, documentation, consultation, and timely-remedy components of one civic-property framework.

Issue Boundaries

  • HER-001 owns whether a President or executive official may demolish, substantially alter, finance, rename, obscure, or replace nationally significant federal civic property without durable approval, preservation review, commission integrity, documentation, public notice, congressional consultation, and relief capable of operating before irreversible work is complete.
  • Donor-funded work should cross-reference EMOL-001 where a donor has business before the federal government. Security or emergency rationales should cross-reference A-10. Judicial-order evasion belongs in JUD-001 only when the evidentiary threshold for executive noncompliance is satisfied.
  • HOR-031 remains separately monitored because national-monument designation and revocation arise under the Antiquities Act and affect land-management authority beyond alteration of federal civic property.

HER-001 is in development. Full source development, a concrete preservation-and-review vehicle, and its first formal internal review remain pending.
