Generalized Institutional Concern¶
Federal law does not adequately ensure that significant uses of military force receive timely and specific congressional authorization or that deliberate lethal targeting abroad rests on a defined legal classification, individualized evidence, preserved records, and independent accountability.

These numbers were assigned during preliminary review but did not become separate proposals. They are listed only to explain gaps in the sequence.
- WAR-002 through WAR-008 — Merged into WAR-001 — Comprehensive War Powers and Use-of-Force Authorization Reform as automatic-termination, AUMF, legal-interpretation, oversight, information, mission-expansion, and appropriations components of one comprehensive war-powers framework.
Issue Boundaries¶
- WAR-001 concerns comprehensive statutory reform of war powers and use-of-force authorization, including unilateral initiation, offensive hostilities, emergency defense, automatic termination, AUMF specificity and sunsets, executive legal interpretation, congressional information access, oversight, mission expansion, appropriations-as-authorization, funding consequences, and presentment/veto-override posture.
- WAR-009 concerns how a person or object is selected for deliberate lethal force, whether law enforcement or armed-conflict rules govern, what individualized basis and precautions are required, what evidence must be preserved, and how independent review and accountability occur.
Notes¶
WAR-001 remains the single comprehensive authorization proposal incorporating the earlier WAR-002 through WAR-008 components. WAR-009 is independent because authorization to enter hostilities and legality of a particular target-selection and accountability process are distinct defects requiring different operative rules.
