Generalized Institutional Concern

Record-preservation rules depend too heavily on executive compliance and lack sufficiently rapid and independent enforcement when records are removed, destroyed, concealed, privatized, or transmitted through unofficial systems.

• REC-001 — Presidential and Executive Records Integrity, Custody, and Enforcement

Prior Issue Numbers

These numbers were assigned during preliminary review but did not become separate proposals. They are listed only to explain gaps in the sequence.

• REC-002 through REC-008 — Merged into REC-001 as destruction, unofficial-system, Archives-authority, litigation, digital-preservation, classification, and transition-custody components of one records lifecycle.

Issue Boundaries

• REC-001 owns presidential and executive records identification, capture, preservation, custody, recovery, Archives authority, personal-versus-presidential classification, digital systems, enforcement, and transition controls.
• HOR-027 should be tested first as an official-publication, authentication, and archival-capture module within REC-001. It should become independent only if contemporaneous public access to legally operative presidential communications requires a distinct communications law beyond records preservation and custody.

REC-001 is in development. Full source development, a concrete records-reform vehicle, and its first formal internal review remain pending.
